Streetworks NRSWA – Supervisor

The Streetworks NRSWA Supervisor course is designed for experienced highways, utilities and civil engineering personnel who need to monitor street works activities, supervise operatives and ensure work is completed in line with the New Roads and Street Works Act 1991.

This NRSWA supervisor course helps delegates understand the standards required for safe working, monitoring excavation, monitoring reinstatement, signing lighting and guarding, and the avoidance of underground apparatus. It is suitable for those who are moving into a supervisor role, renewing their knowledge, or needing the correct supervisor qualification to perform supervisor duties on a street works site.

Assessments will take place at our head office in West Bromwich where we have a fully accredited practical assessment area which will be used throughout under the supervision of a trained and qualified Street Works assessor.

The road closure element required within the Signing, lighting and guarding unit will take place on the road adjacent to our assessment facility.

Course Overview

The New Roads and Street Works Act 1991 (NRSWA) sets out the procedures and standards that apply to road works, street works and works carried out on footpaths. It applies to local authorities, utilities companies and contractors working on or around the highway.

The Act, together with its associated Codes of Practice, covers key requirements such as notifications, safety for highway users, signing, lighting and guarding, excavation standards, and the reinstatement of excavations.

During the NRSWA supervisor course, delegates are assessed on their ability to monitor street works activities rather than physically carry out operative tasks. This includes checking that excavation, reinstatement, signing lighting and guarding, safety equipment and site procedures meet the required standards.

Assessments will cover one or more units, depending on the candidate’s requirements. Candidates will complete practical and theory-based assessments for the relevant unit codes and must successfully complete the required units to gain their supervisor qualification.

Who is the course for?

The NRSWA Street Works supervisor assessment is aimed at experienced highways, utilities and civil engineering personnel who are moving into, or already working in, a supervisory role. This can include supervisors, site managers, highways inspectors, utilities supervisors, contractors and anyone responsible for checking that street works are completed safely and correctly.

On live street works sites, operatives must be supervised by a suitably qualified Street Works supervisor. The supervisor’s role is to monitor the work independently, identify issues and confirm that the correct standards are being followed. Previous experience of working within highways is imperative.

Please note: a supervisor qualification does not qualify you to work as an operative. A person also cannot act as both the operative and the supervisor for the same activity at the same time. If you hold both operative and supervisor qualifications, you may be able to work in either role, provided you are not supervising your own work.

Key supervisor responsibilities covered

The supervisor course focuses on the knowledge needed to inspect, monitor and report on street works activities in line with current legislation. Delegates will look at the core responsibilities of an NRSWA supervisor, including how to monitor signing lighting and guarding, maintain a safe working environment, and check that workers, pedestrians and road users are properly protected.

The course also looks at monitoring excavation in the highway, including manual excavation, safe digging practices and checks around underground apparatus. Delegates will review how to monitor reinstatement and compaction of backfill materials, along with reinstatement of sub base and road base in non bituminous materials.

Further areas include monitoring reinstatement in bituminous materials, modular surfaces and concrete footways. Where required, delegates can also cover monitoring reinstatement of concrete slabs as an optional unit. The course also supports supervisors in checking that appropriate personal protective equipment and safety equipment are being used for street works activities, and in understanding when written reports may be needed for compliance, audit trails and site records.

Course Completion

All successful candidates will be automatically logged via Street Works Qualifications Register (SWQR).

Candidates will then be issued with the Smart Awards certificate and SQA Street Works approved licence.
